You don't have to be a top model to become a destaque. As each float may have a different approach, there's room for people in all age groups. The main floatee sometimes helps to sponsor the car. Alternatively sometimes the costume of the main float is subsidized by the school. Other floatees have to pay for their own costumes, and some people pay in as many as ten installments!
